Phenom Partners with ServiceNow to Bring Applied AI Recruiting Inside ServiceNow
Hiring managers spend surprisingly little time inside recruiting systems — even though their decisions determine hiring outcomes. That disconnect has existed for decades across Applicant Tracking System (ATS) platforms and recruiting workflows. Phenom and ServiceNow are trying to solve it differently.
Together, they have launched a partnership to connect best-in-class HR capabilities directly to the ServiceNow AI Platform. Through the partnership, Phenom's X+ agents are available to joint customers inside their ServiceNow environment, giving hiring managers a self-contained, AI recruiting experience without ever leaving the platform they already use.
The integration is being built using Agent to Agent (A2A) and Model Context Protocol (MCP) standards and will be available to ServiceNow HR Service Delivery customers who use EmployeeWorks or Now Assist. Phenom's agents will be visible within ServiceNow's AI Control Tower, the governance layer for AI security, compliance and oversight.

What Is ServiceNow's Build Partner Program?
ServiceNow's AI Build Partner Program is an open ecosystem initiative designed to bring best-in-class AI capabilities directly into the ServiceNow AI Platform. ServiceNow has created a structured program that connects specialized partners to its platform through open industry standards — specifically, Agent-to-Agent (A2A) and Model Context Protocol (MCP) integrations.
Partners accepted into the program must meet ServiceNow's technical and governance standards, and their capabilities become available to joint customers through the ServiceNow Store.
How Does the Phenom + ServiceNow Integration Work?
The integration gives hiring managers a complete, guided recruiting experience inside ServiceNow from the moment a requisition is approved to the moment candidates are ready for interview scheduling. Here’s how it works in practice:
Step 1: Requisition Intake
When a new role is approved, the hiring manager is prompted to begin an intake session directly in EmployeeWorks, ServiceNow's AI-powered conversational interface, or through Employee Center Pro and Now Assist depending on the organization's setup. Phenom's Intake Agent conducts a conversational intake meeting, asking in-depth questions about the role, the ideal candidate profile, and team dynamic. Once job details and unique skill requirements are captured, the agent automatically generates a job description and structured interview plan from the manager conversation.

Step 2: Candidate Sourcing
Once the job description and interview plan are approved, Phenom's Sourcing Agent begins searching for best-fit candidates from both internal and external talent. Drawing on Phenom's talent data, the Sourcing Agent identifies matched candidates and organizes them into groups, each built around a different way of filling the role. Results surface directly in the hiring manager's ServiceNow workflow, with plain-language reasoning explaining why each group is worth pursuing. The hiring manager can review the initial slate and provide feedback, with the Sourcing Agent adjusting accordingly. The agent will then generate personalized outreach, encouraging each candidate to engage and apply.
Step 3: Candidate Screening
Once the hiring manager selects candidates to advance and they apply, the Phenom Voice Screening Agent runs autonomous phone-based screening conversations with each candidate. Results, including structured summaries of each conversation, are returned directly to the hiring manager inside ServiceNow, along with a recommended shortlist for interview scheduling.
Throughout every step, approvals, stakeholder notifications, and compliance checks happen inside ServiceNow. Candidate engagement happens inside Phenom. Both sides of the workflow stay in sync automatically, with no manual handoffs required.
What Are A2A and MCP, and Why Do They Matter?
Agent-to-Agent (A2A) and Model Context Protocol (MCP) are open, industry-standard protocols that define how AI agents and intelligent systems exchange context and coordinate work across platforms.
For enterprise HR technology buyers, A2A and MCP matter for two reasons.
First, they mean the integration is architecturally durable. Phenom's capabilities are not connected to ServiceNow through brittle, proprietary custom code that could break when either platform updates. They connect through the same open standards the broader AI ecosystem is converging on, which means the integration scales as both platforms evolve.
Second, they mean governance travels with the workflow. Because every agent action passes through standardized protocols, it can be tracked, audited, and governed in a consistent way. Compliance is not an afterthought applied at the end of a recruiting funnel. It is built into the architecture from the beginning.
What Is ServiceNow's AI Control Tower?
ServiceNow's AI Control Tower is the governance and oversight layer built into the ServiceNow AI Platform for managing AI agent activity. Every action Phenom X+ Agents take inside ServiceNow, from intake conversations to candidate sourcing decisions to screening results, runs through the AI Control Tower, which provides full audit trails, policy enforcement, and human-in-the-loop checkpoints.
For organizations that need to demonstrate responsible AI use in hiring, the AI Control Tower is significant. It means the Phenom and ServiceNow integration is not just a fast recruiting experience. It is a governed one with the documentation and oversight infrastructure enterprise compliance and legal teams require.
What Does This Mean for Hiring Managers?
For hiring managers, the integration solves a problem that has existed since the rise of enterprise ATS platforms: the moment a role opens, they are handed over to a system they use infrequently, find unintuitive, and do not consider their job to learn.
With Phenom embedded in ServiceNow, hiring managers never leave the platform they already use for approvals, service requests, and operational workflows. The entire recruiting experience from intake, sourcing, and screening to candidate review happens inside Now Assist or EmployeeWorks. The result is faster requisition turnaround, less back-and-forth with recruiting, and more confidence in the candidates presented to them, because they participated in defining what a great match looks like.
What Does This Mean for Recruiters?
For recruiting teams, the integration changes the front end of the hiring process in a meaningful way. Rather than spending time chasing hiring managers for intake information, translating informal feedback into job descriptions, and manually sourcing candidates for new requisitions, recruiters receive pre-qualified candidates with structured intake documentation already captured.
Phenom's agents handle the repetitive, time-intensive work at the top of the funnel. Recruiters are freed to focus on the decisions and relationships that require human judgment like candidate experience, offer negotiation, hiring manager advisory, and pipeline strategy.
What Does This Mean for IT and HR Operations Leaders?
For the technology leaders responsible for their ServiceNow environments, the integration represents a meaningful change in how new HR capabilities are evaluated and adopted.
Because the integration follows A2A patterns with MCP supporting relevant parts of the ServiceNow architecture, it avoids the custom connectors and bespoke middleware that point-to-point integrations require. Governance runs through ServiceNow's AI Control Tower where every agent action is auditable and policy-controlled, with no shadow AI operating outside the governance perimeter.
And because it is available through the ServiceNow Store, procurement and deployment happen through the channels the IT organization already manages.
Who Can Access the Phenom + ServiceNow Integration?
The integration will be available to joint customers who have both Phenom and ServiceNow HR Service Delivery deployed, and it is accessible through the ServiceNow Store.
For organizations that are ServiceNow HRSD customers but do not yet have Phenom, the partnership creates a structured path to evaluate and adopt Phenom's AI recruiting capabilities through the ServiceNow ecosystem, with the support of ServiceNow's sales organization.
What Are Industry Leaders Saying?
"Our customers want AI in one place. This is a single conversational interface serving as the front door to productivity where all work becomes AI-assisted, whether it’s an IT request or an HR process like hiring. Giving managers and teams access to Phenom's agents brings the hiring intelligence and real-world context enterprises need to fill critical roles faster, with the governance required to scale. Together, we’re creating talent outcomes at the pace of AI."
— John Phillips, GVP of Product & GM, HR and Employee Experience, ServiceNow
"The companies that dominate hiring won’t be the ones with the most AI. They’ll be the ones whose AI understands the realities of their business and operates inside the workflow that runs everything else. ServiceNow puts our agents directly into more of those workflows.”
— Saumil Gandhi, Senior Vice President, Corporate Development, Phenom
The friction between hiring managers and recruiting systems is not a new problem. It has persisted through decades of talent acquisition technology because the tools built for recruiters were never designed for the people who use them the most: the managers responsible for defining what a great hire looks like.
The Phenom and ServiceNow partnership changes the design assumption. Hiring is not a workflow that lives in a separate system accessed reluctantly. It is a workflow that belongs inside the platform where enterprise work already happens — governed, intelligent, and built for the people who need it most.
This is a meaningful step forward for talent acquisition leaders and HR technology buyers evaluating what the next generation of recruiting infrastructure looks like.
